Target audience: researchers, doctoral students, policy analysts, and executives.<\/p>\n<\/blockquote>\n<h2>Introduction: The Problem<\/h2>\n<p>Deleuze &amp; Guattari&#39;s rhizome concept in A Thousand Plateaus rethinks organization as multi-directional connections without center or hierarchy. Global IGF&#39;s multistakeholder structure experiments with the transition from arborescent to rhizomatic order.<\/p>\n<p>This essay argues that the multistakeholder process of Global IGF becomes intelligible in its specificity only through the concept of <strong>Rhizome vs. arborescent hierarchy<\/strong>, and that the concept itself undergoes transformation under the new material of digital space. Describing this mutual transformation is the task of this essay.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/nkzw.jp\/wp-content\/uploads\/2026\/07\/en-philo-igf-day0-2024-riyadh-deleuze-rhizome_h1-1.svg\" alt=\"Analytical Framework\"><\/p>\n<h2>The possibility of rhizomatic governance<\/h2>\n<p>Governments, civil society, technical community, and the private sector intersect at Riyadh arborescently within themselves but rhizomatically in IGF&#39;s space. Saudi Arabia&#39;s very participation temporarily deterritorializes the arborescent territory of the nation-state.<\/p>\n<p>Each session&#39;s agenda-setting can be read as a contemporary restaging of the Gilles Deleuze &amp; F\u00e9lix Guattari-type problematic.<\/p>\n<p>The form of the Global IGF stands between the principle of national sovereignty and the logic of a global public realm that transcends it.<\/p>\n<h2>Deterritorialization and reterritorialization<\/h2>\n<p>Gilles Deleuze &amp; F\u00e9lix Guattari&#39;s concepts are not confined to abstract philosophical discussion; they apply to the concrete agenda items debated at the 2024 conference. We examine that application below.<\/p>\n<h3>1.
