  2. Three panels covered broadband and net neutrality, privacy and data protection, and internet self-governance \u2014 with sharp criticism of Germany's data-retention law and of ICANN's planned USD 185,000 fee for new top-level domains.<\/strong><\/li>\n
  3. The results were sent to Hyderabad as the "Messages from Berlin" \u2014 an early template for how a national IGF feeds domestic voices into the UN process.<\/strong><\/li>\n<\/ol>\n
