  2. With Ukraine's Cyrillic domain .\u0443\u043a\u0440 delegated by IANA that February, own-script domains got a dedicated slot, while the session 'The modern Internet: a zone of freedom from rights or from obligations?' tackled the freedom-responsibility line head-on.<\/strong><\/li>\n
  3. The forum's decisions led to the codified 'Principles' that institutionalised IGF-UA \u2014 and, weeks before the Maidan uprising began, it stands as a record of calm policy dialogue on the eve of upheaval.<\/strong><\/li>\n<\/ol>\n
