  1. The 5th Ukrainian Internet Governance Forum met at the Kyiv College of Communications on 3 October 2014 \u2014 the year of the Maidan revolution, Russia's annexation of Crimea and war in the east \u2014 with 'the globalisation of internet governance and Ukraine's national interests' topping the agenda.<\/strong><\/li>\n
  2. Six topics spanned the crisis year: human and consumer rights online, strengthening democracy through the internet, e-democracy, cybersecurity, and domain and address resources. The joint EU\u2013Council of Europe project joined as organiser, bringing European institutions directly on board.<\/strong><\/li>\n
  3. The forum decided to make its Organizing Committee a permanent, year-round body \u2014 a case where crisis strengthened rather than weakened a national IGF.<\/strong><\/li>\n<\/ol>\n
