  1. The fourth Belarus IGF met on 19 November 2019 at the Renaissance Minsk Hotel \u2014 hoster.by organising, the presidential OAC and two ministries in support, and state operator beCloud as official partner.<\/strong><\/li>\n
  2. Five panels ran: internet balkanisation; cyber transformation from business processes to e-government; the internet as media; the internet as an inclusive space; and a closing futuristic panel.<\/strong><\/li>\n
  3. 'The IGF acts as a mirror of society, not just of the internet,' the organiser said. Within a year the fifth forum was cancelled amid the post-election crackdown and shutdowns \u2014 making this the last edition before a three-year silence.<\/strong><\/li>\n<\/ol>\n
