  1. On 21 April 2016 the first IGF Per\u00fa convened in Lima: a full-day forum run by the NGO Hiperderecho around four themes chosen through a public consultation in which more than 500 internet users voted.<\/strong><\/li>\n
  2. The agenda covered infrastructure and access, online rights, innovation and the internet market, and ICT institutions and governance, with panellists from Congress, ministries, Google, Microsoft and civil society and ample floor time for the audience.<\/strong><\/li>\n
  3. Only about 40 people attended, but the forum more than quadrupled to 173 the next year \u2014 a textbook case of a single NGO bootstrapping a national multistakeholder dialogue.<\/strong><\/li>\n<\/ol>\n
