  1. On 13 November 2019 the Portuguese IGF initiative met at the Universidade da Beira Interior in Covilh\u00e3, an interior city, under the theme 'Reclaiming trust in the Internet'.<\/strong><\/li>\n
  2. Four tracks \u2014 public policy, distributed-ledger technologies including blockchain, illicit online content, and cybersecurity \u2014 produced the 'Messages from Covilh\u00e3'; a Youth IGF ran the day before.<\/strong><\/li>\n
  3. Holding the forum outside the capital, with sign-language interpretation, made inclusion part of the design \u2014 a model for national IGFs that tend to cluster in capital cities.<\/strong><\/li>\n<\/ol>\n
