  1. Rwanda's first national IGF met at the Gorilla Golf Hotel in Kigali on 30 September 2014, drawing 127 participants under the theme of creating an enabling environment for local Internet content, convened by RICTA, the .rw registry.<\/strong><\/li>\n
  2. While connectivity was improving fast, participants confronted how little content originated from Rwanda \u2014 especially in Kinyarwanda \u2014 and recommended cheaper data, investment in the IXP and local hosting, and a possible content development fund.<\/strong><\/li>\n
  3. The forum tackled a challenge common to late-connecting countries \u2014 networks without anything local to read \u2014 and launched a national dialogue that has continued every year for over a decade.<\/strong><\/li>\n<\/ol>\n
