  1. Rwanda IGF 2022 met at the Marriott Hotel Kigali on 3 November 2022 with 189 participants, adopting the same 'resilient Internet' theme as that month's global IGF in Addis Ababa.<\/strong><\/li>\n

Minister Paula Ingabire argued connectivity alone is not enough \u2014 meaningful access requires skills, tools and content \u2014 citing the freshly revised national broadband policy; UNICEF showcased the GIGA school-connectivity project and credited the previous IGF with advancing the child online protection policy.<\/strong><\/li>\n
  3. Fifteen recommendations named their owners: AI and data-governance curricula for the education ministry, inbound-payment access to Amazon and PayPal for government, and digitising local content in agriculture and health for RISA.<\/strong><\/li>\n<\/ol>\n
