  2. Day one delivered training on internet governance and IoT security; day two ran two panels on the state and prospects of IoT, producing thirteen recommendations \u2014 from opening the 5G debate to tapping the universal-service fund for IoT projects.<\/strong><\/li>\n
  3. Behind it lay the question of whether Africa must remain a bit player in internet governance \u2014 answered with a train-first-then-debate design that fused capacity building with policy dialogue.<\/strong><\/li>\n<\/ol>\n
