Target audience: researchers, doctoral students, policy analysts, and executives.<\/p>\n<\/blockquote>\n<h2>Introduction: The Problem<\/h2>\n<p>Ranci\u00e8re conceives politics as reconfiguring the distribution of the sensible. France IGF is a practice of redrawing the boundary of who can speak and what registers as an agenda in international discussion.<\/p>\n<p>This essay argues that the multistakeholder process of France IGF becomes intelligible in its specificity only through the concept of <strong>Distribution of the sensible<\/strong>, and that the concept itself undergoes transformation under the new material of digital space. Describing this mutual transformation is the task of this essay.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/nkzw.jp\/wp-content\/uploads\/2026\/07\/en-philo-france-igf-2022-ranciere-disagreement_h1.svg\" alt=\"Analytical Framework\"><\/p>\n<h2>Redistributing the visible\/audible<\/h2>\n<p>Each time the voice of France, of the Global South, of youth, or of indigenous peoples becomes audible at IGF, the distribution of the sensible is reconfigured. This is what Ranci\u00e8re calls &quot;the moment of politics.&quot;<\/p>\n<p>Each session&#39;s agenda-setting can be read as a contemporary restaging of the Jacques Ranci\u00e8re-type problematic.<\/p>\n<p>The national-level IGF (France IGF) is an attempt to redefine the modern category of the nation-state in the digital era.<\/p>\n<h2>The part of those who have no part<\/h2>\n<p>Jacques Ranci\u00e8re&#39;s concepts are not confined to abstract philosophical discussion; they apply to the concrete agenda items debated at the 2022 conference. We examine that application below.<\/p>\n<h3>1. Second, in dialogue with regulators and civil society, it suggests dimensions of consensus formation that purely technical arguments cannot reach.
