This essay applies the conceptual framework of the Political Philosophy / Aesthetics — most prominently associated with Jacques Rancière — to re-read the Global IGF 2024 Riyadh conference. Target audience: researchers, doctoral students, policy analysts, and executives.

Introduction: The Problem
